Outside Look of the City Manager's Office

The City Manager, is the Chief Executive Officer (CEO) of the City and provides centralized direction and leadership for the effective administration and operations of all municipal services for the City of Eustis as directed by the City Commission and serves as the focal point for the management of the City staff.

The City Manager prepares and submits to the City Commission a balanced plan of municipal services in adherence with the policy goals and objectives established by the City Commission while employing such managerial techniques as needed to assure efficient and effective utilization of the City's resources.

The City Manager manages all City-owned public utilities operated and managed by the City and enforces all laws, ordinances, and regulations relative to the preservation and promotion of public health and welfare of the community.

 

City Manager - Tom Carrino

In 2021, the Eustis City Commission voted unanimously to appoint Tom Carrino, the City’s previous Economic Development Director, as Interim City Manager and he was officially hired as the City Manager in May of 2022. Carrino has an extensive background in Economic Development, serving the City of Eustis for more than eight years as director of Economic Development, as well as for the City of Cocoa, Florida and Urbana, Illinois. Carrino lives in Eustis with his wife and two sons.

Assistant City Manager – Miranda Burrowes

In August 2024, Miranda Burrowes became the first Assistant City Manager for the City of Eustis. She worked for the City previously as the Public Relations Coordinator before leaving to work with Duke Energy as the Manager, Transmission Public Engagement. She lives in Eustis with her husband.
