Rounding / No Change Policy (Elimination of Penny)

Effective January 1, 2026, the City of Eustis cannot guarantee that we will be able to issue exact change to customers making payments with cash. When payments are being made with cash, exact payments are preferred whenever possible.

 

The City will continue to stock a sufficient supply of quarters, dimes and nickels.

 

Utility Billing

When an underpayment of less than $1.00 occurs, the customer will not be charged late fees on their next bill.

 

Example: Customer has a bill for $58.83 and pays the cashier $60.00, either of two situations can occur:

  • The customer receives $1.15 in change and will receive a $0.02 credit on their next bill.
  • The customer receives $1.20 in change and will receive a $0.02 charge on their next bill.

 

Non-Utility One-time Payments

When cash payments result in an underpayment or an overpayment, the change to the customer will be rounded as follows:

  • If the change due is $0.01 - $0.02, the customer will not receive change
  • If the change due is $0.03 - $0.04, the change will be rounded up to the nearest nickel
  • If the change due is between $0.06 - $0.07, the change will be rounded down to the nearest nickel
  • If the change due is between $0.08 - $0.09, the change will be rounded up to the nearest dime.

 

The Round Up / No Change Policy will be effective on Thursday, Jan. 1.
