Florida Fire Prevention Code Requirements for a Trained Crowd Manager At Public Assembly Activities

If your establishment or activity has been identified by the Eustis Fire Department as a public assembly as defined in the Florida Fire Prevention Code NFPA 101-3.3.188.2, it is therefore required to provide Trained Crowd Managers.

A Public Assembly is defined in NFPA 101-3.3.188.2 as an occupancy (1) used for a gathering of 50 or more persons for deliberation, worship, entertainment, eating, drinking, amusement, awaiting transportation, or similar uses; or (2) used as a special amusement building, regardless of the occupant load.

NFPA 101-12.7.6.1 and NFPA 101-13.7.6.1 both state: Assembly occupancies shall be provided with a minimum of one trained crowd manager or crowd manager supervisor for indoor facilities (excluding churches under 500) where fifty (50) people or more will be present. Assembly examples include but are not limited to Restaurants, Bars, Night Clubs, Golf Club Houses, Air Supported Structures, Exhibit Halls, Theaters, Lodges, Meeting Halls, Conference Rooms, Tents, Bingo Halls, and Libraries.

The Florida Fire Prevention Code requires that all places of assembly must have at least (1) crowd manager or crowd manager supervisor. Where occupant loads exceed 250, additional crowd managers or crowd supervisors shall be provided at a ratio of 1 crowd manager/supervisor for every 250 occupants (NFPA 101, Section 12.7.6 for new occupancies and NFPA 101, Section 13.7.6 for existing occupancies).

Those users required to have a trained crowd manager may obtain the training from an online course.  This certification of completion must be submitted to the Life Safety Bureau annually.
