The Lakeview Avenue Reconstruction project awarded to Built Rite Construction 

Eustis, FL (10/1/2017 Newsletter PDF) – The Lakeview Avenue Project contract was awarded to Built Rite Construction of Pearson, Florida at the regular City Commission Meeting on July 6, 2017. Extremely competitive prices were submitted and the City was able to award the project at a construction amount of approximately $2.8M. 

SCOPE OF WORK: This project will encompass a full reconstruction of Lakeview Avenue from Bay Street to Haselton Street. Sanitary sewer mains and water mains will be replaced to provide increased reliability of our systems. Storm sewer piping and inlets will also be installed. As the utilities are completed, the curb and gutters will be placed, roadbase will be restored and a full re-pavement will be completed. Sidewalks will be repaired on the north side of the road and a new sidewalk will be installed on the south side.

Project Phasing
Water Main Installation: The Contractor will start the project with the installation of the water mains working from Bay St towards the east. This water main work will primarily be in the grassed right-of-way and will cause a minimal disturbance to the traffic. Driveways will be cut to allow the installation of the main but will be restored with limerock a/o millings to allow for access of vehicles. A separate piping system will be installed while service will still be provided from the existing pipe system. Once the work is completed, either the full extent of work or by phase, the system will be tested and service will be swapped over. There will be a minimal disruption of service and notice will be provided prior to this disruption. 

Phase 1A Roadwork – Bay Street to west of Center Street: The deep utilities, curb and gutter and roadbase will be installed for this section of the roadway. The estimated duration of this phase is 120 days. The roadway will be closed in both directions. Local traffic (residents only) will be provided access thru the construction activities. Please use caution and drive slowly while accessing your street. As the roadbase is restored, the structural pavement will be installed and this section of the road will be opened and the next phase will be closed. Phase 1B Roadwork – Hillcrest Court (Western Side) from Lake Gracie to Lakeview Ave: The storm outfall and piping will be constructed during this phase. Phase 1B will run concurrently with Phase 1A as described above. As the storm system is installed in the western side of the court, it will be backfilled and compacted and roadbase will be installed for this section of the roadway. The estimated duration of this phase is 90 days. Local traffic (residents only) will be provided access thru the construction activities. Please use caution and drive slowly while accessing your street. As the roadbase is restored, the structural pavement will be installed from curb-to-curb and this section of the road will be opened and the next phase will be closed. 

Phase 2 Roadwork – West of Center Street to eastern leg of Hillcrest Court: The deep utilities, curb and gutter and roadbase will be installed for this section of the roadway. The estimated duration of this phase is 120 days. The roadway will be closed in both directions. Local traffic (residents only) will be provided access thru the construction activities. Please use caution and drive slowly while accessing your street. As the roadbase is restored, the structural pavement will be installed and this section of the road will be opened and the next phase will be closed. 

Phase 3 Roadwork – Eastern leg of Hillcrest Court to Haselton Street: The deep utilities, curb and gutter and roadbase will be installed for this section of the roadway. The small park at the easternmost part of the project will also be regraded. The estimated duration of this phase is 120 days. The roadway will be closed in both directions. Local traffic (residents only) will be provided access thru the construction activities. Please use caution and drive slowly while accessing your street. As the roadbase is restored, the structural pavement will be installed and this section of the road will be opened substantially completing the project. 

SCHEDULE OF WORK: The following dates are provided for your planning purposes. The dates WILL BE revised as construction proceeds to adjust for actual progress durations and unforeseen conditions. Schedules are to be utilized as a “fluid document” showing a snapshot of the expectations of how the project should unfold.

PHASE 3: Hillcrest Court to Haselton Street

  • Eastbound Lane Restored: July 2, 2018 
  • Westbound Lane Restored: August 16, 2018 
  • Phase Completed: August 21, 2018 


PHASE 4: Finish Paving, Punch Out, Close Out & Demobilization

  • Phase Completed: September 8, 2018 

MAINTANENCE OF TRAFFIC: Residential traffic will be available to get to your residence. All cut thru traffic will be rerouted. A suggested detour for each phase of work is shown below.
