The CRA Strategic Action Plan consists of the Downtown Master Plan which was adopted in 2008 and the East Eustis CRA Master Plan which was adopted in 2009.  Both processes included an extensive community involvement process.  The current state approved plan is valid to the year 2021.

The goal of Downtown Master Plan is to identify the physical and economic opportunities and challenges associated with the study area and develop plans and strategies to marry the City’s vision with the physical and economic opportunities.  This planning and urban design effort is intended to provide a broad foundation for planning, regulatory and economic principles that are appropriate for the City of Eustis’s downtown and its surrounding neighborhoods.

It establishes a specific system of ideas, actions and initiatives to facilitate implementation through short, mid and long-term projects, similar to the Downtown Eustis Master Plan.  Catalyst sites have been indentified including: Public Housing; Palmetto/Kensington/ McDonald Area and Lake Willy Area. Significant time has gone into prioritizing the most important projects so that they can be worked on first.  Posters plans for both the East Eustis CRA Master Plan and the Downtown Master Plan are available at City Hall.  Both plans were completed with the assistance of Glatting Jackson Consultants.

Traffic & Pedestrian Study

In conjunction with the Downtown Master Plan, the Lake-Sumter Metropolitan Planning Organization (MPO) has recently completed the Downtown Traffic and Pedestrian Circulation Study.  This project was a coordination of efforts between the Lake-Sumter MPO, City of Eustis, Florida Department of Transportation, and Tindale-Oliver and Associates, Inc.
