2007 James T. Rotella 2008 Evelyn H. Smith W. T. Simmons, the first Black Commissioner, was seated on the Commission on January 6, 1970. Mr. Simmons died on November 12, 1972. After exceeding the 30 days for appointment by the Commission (per City Charter), S. T. E. Pinkney was appointed by the Governor, and subsequently seated on the Commission on January 2, 1973. Leslie R. Huffstetler was elected to the Eustis City Council and seated on 1/5/53 and served through 1956. During that time, he was President of the Council in 1954 and 1955. He was elected to the Eustis City Commission and seated on 1/4/66 and served until 6/30/74, at which time he resigned along with other Commissioners due to new state financial disclosure requirements.
