As I reflect on
the last year, it is impossible to look past the major roadblocks that have
threatened every local city. An economy that severely hampered our efforts,
lower property values that reduced revenues and higher county-wide unemployment
that inflicted economic pain on our citizens.
Fortunately, the
city of my birth saw these challenges and did something remarkable this year. We
proved why this city continues to be a shining beacon of fiscal responsibility.
Building on the decisive plans we implemented when the current economic storm
was just on the horizon, we made important financial decisions this year which
will help sustain us in the future.
As we weathered
this financial storm, we were able to make major strides toward improving
services for citizens while positioning ourselves for future growth. Recognizing
that our citizens would benefit from more advanced medical care, our Fire
Department implemented Advanced Life Support Services in October. ALS, as it is
commonly known, means that the first person to arrive at a patient in Eustis
will be a paramedic, regardless of how long it takes for Lake EMS to provide a
transporting ambulance.
Our Public Works
department has rebuilt structures, created bathroom facilities in our parks and
added or rebuilt major sections of sidewalk. Our Water and Wastewater
Departments have continued to provide clean water services at low rates. Our
Recreation Department has learned to offer new and improved programs for adults
and children, even in the face of lower budgets.
Our library
continues to improve, with an ongoing project to expand access to information
technology now in place. The Purchasing and Finance departments continue their
drive for excellence, while the Police Department continues to address the
issues of crime that a stressful economy can create. And our citizens have
been especially patient, as the master stormwater project, which at times has
seemed like a major inconvenience, will one day make way for a breathtaking
downtown renaissance.
When I was
elected mayor by this body just twelve months ago, I thought I knew what my
community would ask of me. I had no idea. From helping celebrate a 104th
birthday with a longtime resident to presiding over tense commission meetings,
from throwing out the first pitch at Little League to bringing tarps, water and,
more importantly, comfort to citizens affected by a devastating water spout off
the lake, I have seen a bit of everything in this position. At times it has
seemed overwhelming. But it has never been a burden.
As a child, I
watched some great men and women do this job. Knowing that it was part-time
work, I often wondered how they found the time. Now I know that they sacrificed
to give back to their community. It has been a great honor to be able to serve
my hometown in this capacity.
To the person
this board elects tonight, I say good luck and you have my support. Hopefully, I
have served my city as faithfully as I can and I know she has great things ahead
of her, under your leadership.
